Manage PDFs, opt-in citations, private references and stable QR links in one plugin.

== Description ==

Extends Orphic PDF Viewer while preserving existing document records and clean URLs. Adds bundled CSL citation formatting (APA 7, MLA 9, Chicago 17 author-date), RIS/BibTeX, a private reference library, reviewed CSV imports, report-number registry, local QR image exports, an embedding shortcode and a Gutenberg PDF block.

PDF citation is disabled by default. Original Media Library files remain public outside the clean viewer routes; this is not confidential-file storage. All runtime assets are local and included. No Composer, Node, paid API, other citation plugin or image extension is needed to install and use it.

== Installation ==

Back up first. Upload this ZIP in Plugins > Add New > Upload Plugin and replace the existing viewer if prompted. Open Tools & Help to complete bounded migration. For legacy citation handover, follow docs/ADMIN-GUIDE.md before deactivating the original citation plugin. Test on staging before live use.

== Documentation ==

* docs/ADMIN-GUIDE.md: workflows, embedding, upgrades, handover and rollback.
* docs/ARCHITECTURE.md: data model, boundaries, dependencies and reproducible assets.
* docs/TEST-REPORT.md: passed checks, unperformed checks and remaining limitations.
* dependencies.json: dependency provenance and hashes.
