The African Resilience and Development Agency (AFRDA) has entered into a partnership with the Kampala Capital City Authority (KCCA) through a Memorandum of Understanding.
The MoU sets out how AFRDA and KCCA will work together to promote environmental conservation, strengthen community climate resilience, support sustainable community development and advance policy engagement on environmental protection in Kampala.
Building a more resilient Kampala
Kampala faces growing environmental and climate-related pressures that affect communities, infrastructure, public services and livelihoods. Tackling them takes cooperation among public institutions, civil society organisations, communities and other development partners.
AFRDA and KCCA share a commitment to a greener, more inclusive and climate-resilient city. The partnership lets the two institutions combine their strengths, experience and networks to develop and carry out initiatives that respond to the needs of Kampala’s communities.
AFRDA will work with KCCA and relevant stakeholders to support programmes that strengthen environmental responsibility, improve community preparedness for climate-related challenges and encourage public participation in local development.
Putting communities at the centre
Community participation is central to the partnership. Environmental and climate interventions last longer when communities help identify priorities, plan activities, carry out solutions and monitor progress.
AFRDA will promote inclusive approaches that involve residents, community leaders, vulnerable populations and other local stakeholders. It will pay particular attention to strengthening communities’ capacity to take part in planning and decision-making on matters that affect their environment, wellbeing and future.
The partnership will also support building local knowledge and practical skills, so communities can maintain development interventions over time.
Strengthening institutional collaboration
The MoU provides a basis for coordination, accountability and information sharing between AFRDA and KCCA. Activities under the partnership will be aligned with relevant government policies, development priorities and regulatory frameworks.
KCCA will provide guidance and oversight. This includes reviewing relevant plans, sharing appropriate policy and regulatory information, and monitoring implementation where necessary. AFRDA will coordinate programme activities, mobilise communities and stakeholders, provide relevant implementation information, and support the human and financial resources needed for approved projects.
This cooperation will help ensure that programmes respond to community needs while contributing to Kampala’s wider development and environmental priorities.
From partnership to practical action
For AFRDA, the partnership is more than an institutional agreement. It is a foundation for practical initiatives that can bring measurable, lasting benefits to communities.
Areas of cooperation shall include community environmental awareness, climate adaptation, conservation activities, capacity development, stakeholder engagement and policy advocacy. Specific initiatives will be designed and carried out in consultation with KCCA, communities and other relevant stakeholders.
AFRDA will keep emphasising evidence-based planning, community ownership, inclusion and accountability. These principles are needed to make sure programmes respond to real challenges and produce sustainable results.
A shared commitment to sustainable development
The partnership with KCCA is a milestone in AFRDA’s work to advance inclusive community development, climate adaptation and environmental sustainability. It also shows the value of government institutions and civil society organisations working together on complex urban challenges. Together, AFRDA and KCCA can strengthen local action, promote responsible environmental management and contribute to a more resilient future for Kampala’s communities.
AFRDA looks forward to working closely with KCCA, community members and other partners to turn this commitment into action and lasting impact.
